Regenerate health while Hunger && Thirst are above [arbitrary]%

I would like to see a system where characters naturally regenerate health at a slow rate.

I do not think this should just always be on, but rather while outside of combat and while Hunger AND Thirst are above some reasonable percentage; possibly with diminishing effect as hunger and thirst move away from 100%. this would incentivize players to keep their character "topped off".

this could further be narrowed to times not performing strenuous activity like running or cycling.

potentially as a counter balance characters' hunger and thirst could drop more quickly in the range that health is regenerated.
