maximumNumberOfLootSpotsPerBuilding appears broken


I have set maximumNumberOfLootSpotsPerBuilding = 2; but I still get between 3 and 8 piles of loot per building.  Is anyone else seeing this?

Also, does anyone know why the devs removed the spawnChancePerBuilding variable?  This was great if you didn't want *every* building to spawn loot.
