BEC and Server restarts

I set up a new Namalsk server and i am having problems and I dont know were and how to get a good server start up script.  I used the 

guide.  Any way they have a server startup script in the package but i dont see anything in it to start the BEC. I have everything setup properly but I have no bec and no restarts. This is what the start up looks like

Create a batch file in the dir where your Bec.exe is.

@echo off
color 0b
title Battleye Extended Controls
:restart
echo Launching Battleye Extended Controls
echo Watching Battleye Extended Controls
Bec.exe -f Config.cfg --dsc
ping 127.0.0.1 -n 15 >NUL
echo Battleye Extended Controls has exited ... Restarting!
ping 127.0.0.1 -n 5 >NUL
cls
goto restart

Well With the package that I got for the server it didn't have one of those. AKA BEC.EXE , plus I dont know why I would need a stand alone batch file for the bec? Wouldn't you include that piece of script in the original server start batch file?

Ok I found that i was missing a bunch of Battleye files missing. The server tool that is on here does not download the tools for some reason. Now I have another problem which I will post a new question on that.
