Is there a way i can make it so people, don't steal vehicles at safe zones?
The server owner of the server i help with is complaining about it.

Yeah, he knows that but there was a script or something on another server he played on where nobody could enter a vehicle unless they were in your group

I don't know if it was a script or if it, was a line they added somewhere or something.

If a Vehicle is locked in a Safe Zone, once the server restarts, that vehicle becomes unlocked.

The script you guys are talking about can be found in this thread although it will need some work.

if a vehicle is in a trader on restart not all the time its unlocked.

 it comes under the way the server is set for locking/unlocking vehicles in safe zone as like here

        /**
         * Set this to 1 to unlock vehicles on server boot if they are in safe zones
         *
         * 0 = off
         * 1 = on
         */
        unlockInSafeZonesAfterRestart = 1;

this is inside exile_server_config\config.cpp
