Can someone explain to me how it works?

If i add 1 is 1% for spawn ?

> RoadFlares
1, FlareGreen_F
1, FlareRed_F
1, FlareWhite_F
1, FlareYellow_F

It will increase the spawn chance within that group. 

If that is your entire group for RoadFlares, each one of those has a 25% chance of spawning. Increasing each one by 1 will not change the probability of them spawning, however, increasing one of them will increase the likelihood of that certain one spawning instead of the others. 

The comment at the top of the file explains this pretty well.

30, Cherry

 

Sum of chances:

10 + 20 + 30 = 60 = 100%

 

Spawn chances:

Banana 10 : 60 = 10 * 100 / 60 = 16.67%

Tomato 20 : 60 = 20 * 100 / 60 = 33.33%

Cherry 30 : 60 = 30 * 100 / 60 = 50%

 

In words: 

If Exile should spawn an item of the above group, it has a 33.33%

chance to spawn a Tomato.
