cannot launch arma3server.exe

I have set up two different  Exile servers completely from scratch, one was set up on another host and worked fine untill I moved it to my new Dedi. when I try to launch arma3server.exe it comes up with a system error stating that I do not have XAPOFX1_5.dll. common sense suggests to add the file myself, and once I do the result is an application error when I try to launch arma3server.exe stating that "the application was unable to start correctly (0xc000007b)".  My question is, Does anyone know why this is happening? and how can I fix it?

Ironically, I am facing this same issue atm and the fix I posted above doesn't work. LOL!

Install the DirectX End User Runtime Web Installer.
