Base Decay

Question

How exactly does base decay work?   I logged in today and am missing several walls.  Regardless of territory flag you can lose parts of your base over time, but with no way to actually maintain it?  There is a field in the database for maintained_at.  Personally I feel when you pay protection fees it should also update this date, but it doesn't.  Is it by design that all bases decay no matter what with no way to actually maintain them? Could I essentially lose 20 walls all at the same time because of decay?

In the exile.ini there is the following:

[maintainConstruction]
SQL1_1 = UPDATE construction SET maintained_at = NOW() WHERE id = ?
Number Of Inputs = 1
SQL1_INPUTS = 1

However, what would ever call this?  I'm attempting to do the following in order to prevent this from happening with the delete command that seems to be working:

[deleteUnMaintainedConstruction]
SQL1_1 = UPDATE construction SET maintained_at = NOW() WHERE DATE_ADD(maintained_at,INTERVAL ? DAY) < NOW()
Number Of Inputs = 1
SQL1_INPUTS = 1

I'll clean up old construction based on inactive accounts, not some random timer.  Doesn't anyone have a solution to prevent base decay?
