Custom trader zone and safe zone no loot spawn?

Hello there,
I've created Custom Trader Zone and SafeZone.
Everything works just unfortunately I have the problem that spawn loot there and I have tried everything what I found.

My question, it is possible in a custom zone is issued and if so how.

Here are my areas.
