How to fix this problem.

#1. Make sure you are running everything correctly with ( -f config.cfg )

#2. Inside of your host file ( C:\Windows\System32\drivers\etc ) it should have at the bottom

127.0.0.1 ibattle.org
127.0.0.1 www.ibattle.org

To edit the file, you might need notepad++ and run it as Admin

Or copy it to your desktop edit it, and overwrite the file inside \etc

#3. Make sure the Battleye path is correct.

Any other problems PM me :)

#2 should fix your problem

Sounds like it needs blocked....block bec .exe  with your firewall....then follow the directions a few posts above.

What is the connection timeout in the config?

You can try adding --dsc to BEC start parameters.
