I just added a couple last night to the radiation zone on Tanoa, and they seem to be working just as they always did in the past. Did you set this: 

//Enabled: A3XAI will load custom spawn/blacklist definitions file on startup (A3XAI_config.pbo >> custom_defs.sqf) (Default: 0)
    loadCustomFile = 1;

I just followed these instructions exactly, and it worked fine. http://a3xai.wikia.com/wiki/A3XAI_Editor_Tool

I added this and they have tire sounds, not engine. I didn't install it server side, it's in the key folder as an optional but that shouldn't matter I would think.

Has anyone experienced the roaming vehicles spawning half in the ground and completely unresponsive to anything?

They do not exit the vic and do not attack. You can kill them, but they do not even move.

If you are running DMS, I would recommend setting this to true:

    DMS_ai_freeze_Only_DMS_AI            = true;                    // Whether or not to "freeze" AI that are not spawned by DMS.

Should be roughly line 422 of config.sqf. This is what I had to do to get the A3XAI to move
