its a database issue man make sure to database matches the server so look inside your

@ExileServer and open extdb-conf look for this

make sure that your server has all the latest dependency and DLL's installed, also make sure they are not being blocked by windows, etc... make sure that the database is actually connecting, but if it wasn't connecting then the server would be shutdown after it attempts to connect, the problem you're having is probably related to the DLL's aren't in the correct locations, or you're missing dependency's.
