Need clarification on infiSTAR and IDDs

Using a custom Server Rules setup, but every time a player opens the window infiSTAR closes it. I'm not completely up to speed on how the IDDs work and which I should allow. Below is a pastebin of the relevant section of my .rpt.

The section of the .sqf file the button click executes:

createDialog "RscDisplayWelcome";

_display = findDisplay 999999;
_text1 = _display displayCtrl 1100;
_buttonSpoiler = _display displayctrl 2400;
_textSpoiler = _display displayctrl 1101;
_text2 = _display displayCtrl 1102;

And here is what I'm currently allowing in my infiSTAR config:

allowedIDDs[] =
    /* default idds */

    /* exile idds */

    4004,21000,    // Bounty system and MarXet
    4092, // infistar donate
    8457,    // http://www.exilemod.com/topic/9040-xm8-apps/
    65431,    // r3f menu fix
    6666,    // Paintshop
    0711,    // Advanced Banking
    0720,    // Virtual Garage
    72, // Welcome Message
    5501,5502,5503,5504,5505,5506,5507,    // BRAma Cookbook
    -1339,-1340,    // custom infiSTAR dialogs (some editor & a private chat menu)
    86000,    // xsSpawn
    4040,         //server rules

    /* main idd - never delete it */

What I don't want to do is allow the wrong thing and end up allowing some hack program access.

Thanks for any help.

If you're unsure about adding IDD's, once it's closed due to infistar a log is created in A3_Exile_Altis_SURVEILLANCELOG:

12.12.2017 17:30:50: [Seragent]  XXX(7656XXX) | Not Allowed Display with idd: 57, parent idd: 46, controls:
