After the restart the server is locked

Are you actually restarting the server manually? the "Built-in Restarter" doesn't actually restart your server, It simply prepares your server for a restart by kicking everyone off, allowing some time to save and warning people.

If that's not the problem check @ExileServer > Exile_Server_Config > Config.cpp // On the bottom section you will see 

class RCON
		// This needs to match config.cfg serverCommandPassword
		serverPassword = "Your RCON Password here";

        Enter your RCON password; this will allow commands to be sent to the server such as #Lock #Unlock etc..

		// Autolocks server until its ready to accept players
		useAutoLock = 1;
 // Replacing "1" with "0" will disable autolock after restarts

		// Server will autoLock at that time before restart (minutes)
		restartAutoLock = 3; The time that you want the server to lock in minutes (Before Restart)

So if I understand there is no self restart system in exile mod?

That's right, it simply kicks the players that have been too lazy to log out and locks the server in preparation for a restart triggered by the host :)

Do you know an auto restart system because my server on my dedicated server?

This is my startup bat file. I'm sure you could edit it to fit your server and then use windows task scheduler to run this bat file every X amount of that your server restarts.
